Settlement follows 2012 ceasefire, aims to boost development in Hmar areas
Guwahati, March 15, 2026: The Government of Assam on Saturday signed a Memorandum of Settlement (MoS) with the Hmar Peoples’ Convention (Democratic), Assam Region, in a move aimed at resolving long-standing issues concerning the Hmar community in the state.
The agreement was signed at Dispur in Guwahati on March 15. The settlement follows a ceasefire trilateral agreement signed by the Government of India, Government of Assam and the HPC-D in 2012.
Officials said the deal is expected to bring development closer to the Hmar indigenous tribe living in the districts of Dima Hasao, Cachar and parts of the North Cachar areas of Assam.
The body formed under the settlement will have its main office in Guwahati. The agreement is also expected to strengthen peace and stability in the Hmar-inhabited regions while improving socio-economic opportunities for the community.
