The Sinlung Hills Council Act, 2018
The Sinlung Hills Council Act, 2018, was enacted by the Mizoram Assembly as a direct outcome of the Memorandum of Settlement (MoS) signed with the Hmar People’s Convention (Democratic), or HPC(D), the only militant group operating in the state at the time.
The agreement marked a significant step in Mizoram’s long-standing approach of resolving insurgency through dialogue and political accommodation. By granting a degree of administrative autonomy through the creation of the Sinlung Hills Council, the Act sought to address the political and developmental aspirations of the Hmar community, particularly in the north-eastern parts of the state.
The council was envisaged as a mechanism to decentralise governance, improve local administration, and ensure focused development in Hmar-inhabited areas. In return, the HPC(D) agreed to lay down arms and join the democratic process, bringing an end to years of low-intensity militancy.
The Act thus represents both a peace-building measure and an institutional framework aimed at integrating former insurgents while addressing regional imbalances within Mizoram.
